I do collect fishing gear, mainly fly gear, but i have to agree with james W, he is totally correct, it does sound like a jigging rod to me, but without a picture i couldn't be 100% sure, if it has a stiff action the chances are it will be, as for value, not much, unless its from a well known name brand, jigging rods don't make sell for that much, i would say about $20 if its in good condition. The wax is to stop corrosion on the guides, and actually give it better grip, my grandfather used to do this with all his old catfish rods, they never became slippery when it was raining or covered in fish slime, also depending on its age it might be to protect the whippings due to lack of varnish.

The length, the braid rope wrapping and the lack of a reel seat all point towards one direction. You got a saltwater jigging stick aka jig rod. You attach the reel to the rod via a rod clamp. Rods in this configuration is pretty common and you could find them easily in stores that sell saltwater rods. I'm not sure about the wax part though. I'm guessing it's just a form of weather proofing. I'm not too certain about the antique part as well.
The cheapest jigging stick I've seen this year is $40. The most expensive one I've seen to date is a $650 custom stick. High speed reels like Penn 525 Mag and Daiwa SL20H are good for rods like this. I like to use braid lines plus fluorocarbon shock leaders on my jigging sticks. If you don't mind extra weight, you could put on a bigger reel with straight mono; mono lines will be easier on your thumb and finger.
